Speaking to the Lyon IHEDN (Institut des Hautes Etudes de Defense Nationale) chapter on January 11, the Consul and French Colonel Thomas Toussaint (Commander of the French Interarmy Group on Civil-Military Action - GIACM) presented the strategy, history and best practices of civil-military operations, using their experiences in Iraq and Afghanistan as examples.
